This likely came about due to the missing room flag slots originaly in Smaug 1.4a. There was a gap where BV28 and BV29 were not defined so the text array in build.c has 2 filler positions to mark them. When the bitvectors were converted to the enum, this gap was missed. The result becomes confusing for builders trying to set the prototype flag since they'll instead see "r4" as part of their display.

As a side note, the official Smaug 1.8 release filled the two missing slots with "auction" and "nohover" flags, for whatever that's worth.
