1.44 Update 2

Modified the lottery system quite a bit.
Added in the start of an account system.
Looking for more ideas for it if anyone wants to chime in on it.

This one is just a second update for LOP.144, but since it deals with adding the account system I'm putting it up on it's on so anyone wanting to get an idea of the basics of adding in an account system can grab the last update for 1.44 and then this and get a diff and get an idea of how. Granted there are many ways one can do it and I plan to expand on it a lot for the next full number release :)
