SmaugFUSS 1.9.4 is released.

This is a major maintenance release covering new issues fixed since 1.9.3.

Bug Fixes

Various GCC compile fixes that needed to be done.
Cleaned up various overlooked uses of sprintf, strcat, and strcpy that still needed to be fixed.
Cleaned up all remaining inconsistent use of the bug() function.
The renumber command would only renumber the first reset in a zone, but then skip the rest due to a bad variable check. (Fixed by sigmareaver via GitHub)
No xp penalty was being assigned for leveling ratios below 2000 seconds. (Fixed by gpoulton via GitHub)
Implemented the FCLOSE macro for file safety.
The SHA-256 hashing module was not producing valid SHA-256 hashes and has been replaced with a working one.
